1/12/17***New Year, same problem. AVBuilder didn't work for most of the beginning of December, but right after Christmas it did. Shameless to the point of despicable. Seems as if it was only out for 1 day as it's currently working @ 5:38pm EST. How many times will we be slapped in the face with General Error this year? Thank you for continuing to sign.

Working as of 11/11. I'm sure it won't be up long..Use it whilst you can.
Update: November 1 You're seeing this, right? Over a month now basically with no AVBuilder.. Unbelievable!!!
***Yes, this petition is still active..Current date 10/18...I usually check sometimes during the day mostly at night and I hadn't seen it working. Now that's Sept 30-Current that it has been out. Will this madness ever end?

***May 28 update. Well, I noticed it a few days ago. It's down yet again.General Error Feature Currently Disabled. This problem will never be resolved until they hire a capable staff. So annoying!!!

It was brought to my attention exactly how often our wonderful
Avatar Builder is not working. Currently it's been down since December 18th. Remember
the TekTek? I never had any problems with it, I could easily plan outfits for my doll for contests
and spirit week in one of my guilds. I'm frustrated with the outcome of this situation. When it
was happening...
and now...
It seems as if the concern and urgency to resolve this issue is oblivious to the Gaia staff. How
about getting some new people to work on this project to get it working and out of beta?
Consider collaborating with the previous owner of TekTek. Do something!
Please sign my petition if you're fed up and want some resolve!

♦ OP, you might want to amend your first post and update it with the recent dev alerts.
In particular on Jan 12th at 5:36pm, it was brought back online, Narumi explained further in another thread in the SF that it was due to operational concerns.
An hour later it was brought back down because of a database overload (possibly caused by everyone hopping on it all at once?), and Narumi stated it'll stay down until they can figure out a way to bring it back up and alleviate any database issues. You can find the updates here.
Also on the issue of Gaia vs Tektek, bluealris (sp?) did actually try to contact Tekton several times before they signed and sent out the C&D letter. The issue was that Tekton, as noted by some of his own volunteers, that he was largely unreachable. It's more than likely possible that Tekton blew off the attempts. That's when they sent the C&D, and told him to either take off the ads that advertised his site recolor.me (which aren't ad packages mind you, nor could they be ad blocked) from TekTek (which has all of Gaia's code. Recolor.me is a competitor.) Tekton decided to shut down his site.
It's not like Gaia didn't offer him something, nor that they didn't initially contact him. They did, he just ignored them. Hypothetically speaking, this never would have happened had Tekton just not have done what he did. Hell, Tektek would've been incorporated into Gaia even, something that's probably never really happened to third party devs.

The petition has some potential, however with the correct information, it will succeed I think.

I appreciate you for providing additional information for us to keep up with the happenings of what's going on with the avatar builder. However, I will have to refute your opinion to amend my petition. I have a firm grasp on the idea of that which once was, can never be again and occasionally did read what news was available in the forums, so it wasn't as if I was ill informed about the situation. The main point of this petition is to get the problem noticed. We're not looking for an Avatar builder that only works for a few days and stops, all we want is consistent working progress to make it stable. Not this...
