Why? So the people who can't afford to buy fish all the time can get more.
I was thinking that they'd only have 1 or 2 fish per breeding, and the fish would be the same breed as either the mother or the father. The fish would also not have to stay with the same partner. The babies would have to be a day or two old to be able to breed, and breeding would take an hour at the longest, depending on the age of the fish. The older the fish, the longer it takes to reproduce. The fish wouldn't have to be the same breed of course.
