I'm sorry I'd teach you but I don't have the time or skills to put together a tutorial. D: But there is a very good one in Zhiyi's Ice Pandora! 0:

I'll give you a few steps of how I pixel anyways.
First I make the outline.
Then I shade it in.
And in the end I add lots of sparkles. :3
In the middle of each of these steps I do a lot of erasing and redoing. ^^;
