Reading back over this...who's to say that whoever made that little "proof" thing didn't do the editing themselves to make it appear like that? Cause you know, I didn't see any empty bases here OR there so...I checked the file types. Theirs are gif, (layer capable) HW's are jpeg (non layer supporting). Unless the other shop saved the gif image as a layer (which most people do not unless it's an animation because it increases file size and is unneeded on a finished product) there is no way for her to remove the top and end up with an identical base in coloring. And since HW's is a jpeg, you CANNOT see what is under the frosting. What does this mean? There's no way to tell what the top of HW's base looks like. I say, someone's just being a jerk and did the edit themselves to try and "prove" this.

Looks like she just barley repixelated them and you can pretty much tell by the bad quality of them. Like the topping are almost exactly alike and the faces are exactly alike. ._.

And hope you don't get told anything about not getting a response form the other mod. =/ You could use the reasoning, "PM still even hasn't even been read so the mod might have erased it by mistake."
