The front page of the thread has been updated. I added a FAQ section to address a Runway bug with the progress bars. I've also added a link out to a Lake Kindred resource thread that has a lot of good information for those new and old to the game.
Now that we know there is a way to look at our specific vote count, if possible, can you see if double voting counts towards the progress bar?

Yes, double voting (or more generally repeat voting for one entry) does affect the vote count but, as usual with Gaia, in a complicated way.
As I mentioned before, counts are made separately for each theme.
Votes are broken up into groups of 5. Votes 1 to 5, votes 6 to 10, 11 to 15 and so on. Use the counter at the bottom right corner to see which vote number you're about to make. If it says "You have made: 14 votes", you're about to make vote number 15. If you get a "VOTE NOT COUNTED" captcha request or more rarely a http 500 server error, the counter does not change and that vote doesn't count. So in our example you'll get a second chance to make vote number 15.
Only the 5th vote in each group determines whether the votes in that group count towards the progress bar. If the 5th vote is NOT a repeat vote, you get 5 votes for the group, otherwise you get nothing / zero votes.
Five votes translates into 0.25% for Frequent Voter and 0.1% for Committed Voter. I have never seen the progress bar move after votes 1 to 4 in a group and never in amounts less than 0.25% and 0.1% for the two achievements. It does appear that votes are awarded in batches of 5.
This complicated counting system makes it impossible to explain the progress bar's movement if you simply count the number of repeat votes, since it depends on WHEN the repeat votes are made.
Below is the data I used to come to this conclusion for those who are interested.
Each row represents one vote with the first row being the first vote. The 1st column is the entry id number. The 2nd column counts the number of times that entry id has been voted previously. So 0 means not a repeat and greater than 0 means a repeat vote. The 3rd column is my guess at how the progress bar should change after the 5th vote in a group. The 4th column is the actual observed percent progress towards Committed Voter. So columns 1 and 4 are observations, and columns 2 and 3 is trying to explain those observations.
Since there were so few entries, the Tricksy Paws data really shows the effect of repeat votes toward the end. It's still possible to get votes if you're lucky or have good memory by voting for an entry for the first time on the 5th vote in a group. It can also work the other way, 4 first time votes followed by a repeat on the 5th vote means you get nothing.
All of that explains a lot. Also, I think it's evident (crossing your results with previous observations) that the progress bar is not just a graphic thing, but actually corresponds to the real progress made towards the achievement.
