Yes it was, you needed to use a Phoenix Pinion in battle to summon it and then it was a random chance of appearing. ^^ That's the only time it ever really appeared, bit like Odin and Gilgamesh.

Well there is competition but if you really want a certain elysian then I always find it's easier to perform better when RPing them. 3nodding
