Session Four: The Coin of Civilization
Voices rose and fell along with the passion of the conversation, some with heartfelt declarations, others strong in indignation, from quietly hissing with incense to tired and disappointed. Outsiders... outsiders... They had been at Cerxes for many ages; they were the lifeblood of it truly. Unfortunately, how one handled the life force of civilization was a matter that was in constant debate more and more in the council chamber.
The life of one man.... had been the spark. One of the Sky Captains had submitted a report which had been very brief and to the point about an event handled and closed. His subordinate, one Dragon, Xalite - cousin to the Draconarch, had decided to mention other details (the small voice of one human girl) to his influential family member, who now in this very room went on at ponderous length at how continued disregard for Outsiders' lives undermined the progress to Civilization - the goal that all the Grand Unity nations longed for.
The lady did not watch the proceedings, or seemed not to. She sat in quiet repose in her thronelike chair perched upon the tall dais, apart from the Senators below, her eyes far away and unfocused. Hours, Days, a week... spent all in the same way, in a deadlock of warring ideas.
Of course, the Dragons believed that if Cerxes continued to go along treating Outsiders as animals that it went against the very idea of progress. To the further outrage of the rest of the senate, they did not consider the Outsiders to be very different from the other humanoid beings.
The Unliving despised the idea of giving rights to the weak; those who could not rise out of the ashes of their old lives and earn their place were not worthy of additional rights to protect their valueless lives. Civilization required sacrifice and slavery was a far more reasonable solution to the current problem.
The Machina agreed that the Outsiders should be looked at for value to Civilization, and that rights might help things progress better. Of course, the rights should be well tailored to the advantage of all the nations fairly, and afterall having sprung from Outsiders originally, the Machina were the only realistic choice in authoring the creation of those changes.
The Celestials strongly opposed granting special priveledges to the lesser beings - those not of the Plane should not have rights that the natural born of Serendipity held. It was like giving rights to monsters or mutants and made absolutely no sense. Acting as though they might even be close to equals was an utter obscenity.
The Elementals spoke quietly, but firmly of their sentiment that the Outsiders were not within the nature of the Plane, that their existence was an abberation, something to be purged or controlled, quarantined. The argument was shadowed with dark hints at their eagerness to use methods long in waiting to accomplish such a task.
The Draconarch walked slowly back to his quarters. He could hear fighting going on outside - it had been for days now. The factions starting little skirmishes and chaos was a normal thing during long Senate sessions. But now... it would get worse. Paerisi made a good point that sometimes sudden change brought more destruction than the good it was suppose to bring. But... sometimes out of destruction rose a cleaner and purer structure.
A flash of light illuminated the windows of the Palace hall. A Skyship's machina cannon....
Still, the Lady had been clear with her decision. No matter the fighting that occured in the interim they would all obey. Five days.
"Each of you will find a representative to express the will of your nation, here in this chamber. Because none of you have common cause, and each of you has been intractible in making a decision, the representative cannot be of your people."
The room had been oppresive with silence at that statement.... it could only mean....
"He or she will be an Outsider. May you find the voice of one who shall represent your people well."
Silence still....
"One other thing... Should this Outsider's voice fall silent, or be cut short by accident.... then you will have lost your voice on this matter entirely. Choose wisely, my friends. Senators."
As the outbreaks of violence continued, sometimes on a small scale, sometimes not so small... the faction leaders knew they had little time to select their representatives before everything fell apart.
War was good - sometimes - but the Grand Unity had been created because the nations who were a part of it were entranced by the idea of civilization...someday, it would stand tall and unsullied amidst the wild chaos of the Plane.
So.... that left only one thing to do. Find the perfect Outsider.
To that end, the factions bent their attention, changed all of their plans, and refocused their goals. An outsider that could be controlled.... an outsider with honor and integrity, a love for life.... an outsider who knew the value of strength.... and outsider that knew their place and was afraid of change.... an outsider that could see profit for themselves.... Just one person. And so many outsiders.
And of course, the other faction's chosen representative could lose their voice rather easily, if necessary....
Find the perfect Outsider....
Magic took to the air, images formed from spells, scrying crystals and balls, powerful geas; stealthy and crafty spies bearing poisonous truth potions and deadly venoms to coerce information, the wings of metal flew forth with their technomagically advanced and superior methods of obtaining information... the images seen in the flames of the elements - those with the sight, and the truth of all residing in the earth and swirling in the waters. Fears, loves, hopes and dreams....
The perfect Outsider....
