It changes now and then, f.e. I only had limited permission of staying in Germany as a kid (it could be renewed without problems). My sister , who was born later, immediatly got a permission without limit. ^^
In general in Europe you can always vote in the country 'you belong to' = have the passport. And in Germany you are allowed to influence in your direct environment no matter what country you're from. They really encourage foreigners to participate in german social life. ^^
I'm born here, so I could made a german pass, but then had to leave the spanish (not possible to have both), that's why I simply kept it.
We'll see how things will work out. We had regional votings here in Germany last Sunday but I can only vote on city topics, as I have a spanish passport. ^^ I vote in Spain via mail. I even think I can change more there, cause they need far more women in politics, and more ecological topics. Spain is still a small bit more conservative then Germany, not much but it is.
