Flame works for a secretive group, composed of many people with many secrets. according to the bald scientist that works for the agency, "Everyone has secrets even Saints". Anyone who works there is wiped off of the government records, effectively eliminating their existence. So Flame, who has no records, and is an illegally modified full cyborg, fits right in. He is the best of the best in the organization, and is often called upon for assistance, most notably for covert operations.
Flame is currently residing in Gaia under the suspicion that there might be some underground robot rebellion movement. As it is illegal for robots to be involved with war, such a movement would be against the law, Gaia enlisted him to take care of the suspicion. so, Flame was sent to discover what is going on. Since due to Flame's hybrid status as a Cyborg he can be considered a Robot under the law, as well as a Human, technically it is illegal for him to carry weapons as well... However, Gaia has allowed him as an exception, and invoked his Human side of the law.
