What is with the evolving items?

Like..I got Inari's Beads 7th Generation, and it has the exact same things as the Inari's Beads 12th Gen? Is it because it's fully evolved?

Then I look at the Masquerade..But the 3rd Gen is not the same as the 5th Gen? Do I just have to wait til it evolves all the way before I get ALL the different things it can do?

He's active in the forums and everything. But he's usually in the rally lol He just quested for items for his car.
A small quest, but he basically got a ton of girls to donate to him lol! It's kinda funny in a way..
