Well, considering their cost, I think that they are, and by the time they evolve, the shop will be gone ^.^;
I suspect that they won't be popular until the shop leaves, then they will all be ultra-rares.
Another reason for them being in the game is to take some of the excess pure out of the markets so the prices will deflate on the older items, AKA the tail that I'm wearing or the Ports & DJ's that are sitting in my inventory.
