A Government Experiment Gone Awry
In the metropolitan megacity of Athens, a secret drug experiment on the population by government researchers has gone horribly awry. Side effects unexpectedly included any and all manner of mutant powers which will genetically affect future generations, probably forever. The citizens are understandably outraged, both because they were not informed about the experiment taking place and because of the aftermath that resulted from the glaring exposition of corruption. Hospitals are overflowing with those affected, there are riots in some parts of the city (mostly in poor neighborhoods, which were most heavily exposed), the crime rate has gone up, and general public safety has gone down. Many of the mutated have chosen to use their powers for their own personal gain, as a string of bank robberies by one gang demonstrates, while other citizens have stepped forward to try to return order to the megacity. The most powerful of these have been tentatively titled Heroes by their fellow Athenians.

Not much is known about why the drug caused mutations in certain people (it was supposed to be a permanent antibiotic and had been through numerous tests) or what about them made those people susceptible to the dramatic side effect, but the problem is way out of control at this juncture. Some people enjoyed incredible power due to the affliction and have become career criminals, where others have become career crime fighters. The government doesn't have much control at the moment in any case, but has already begun to contract the mutated to form their own special forces team intended both to maintain order and "thin the herd", so to speak.
