Why do people lose their accents when they move into an area with a different accent? What are chances of developing one at a specific age?

I live in California throughout my entire life and I asked because I noticed some of the people who moved here from the Southern States (mostly North Carolina, Alabama, and Georgia, some of them 12-17 years old) often lose their accents later on and adopted the same accent as us. However, some foreigners or southerners who moved here in their 20s or older often kept the same accent as they were before.
Hell, Arnold Schwarzenegger still speaks in his Austrian accent in all of the films he starred lately (and still today) but lived in the USA throughout his entire life since 1968 (not to mention he became governor of this state in 2003-2009).
I wonder why. I also wondering what type of age would you develop one faster if moved into an area with a different accent...
