Slaves are allowed by this time. Everybody doesn't exactly own one but they aren't as scarce as they once were. But instead of all the slaves being waiting nicely (or not so nicely) at a shop for you, all the slaves live together in small colony-like groups out in the woods. The Hunters go and get the slaves. There are 3 kinds of Hunters: Those that get the slaves for personal use, those that get the slaves to sell in a big auction, and those that go and find a slave specifically to order for someone.
