In movies and TV, Bounty Hunting is used to easily introduce new characters anytime the author wants. Charactrers are the lifeblood of many stories, and are great way to keep things fresh, but they are difficult to come up with.
Cowboy Bebop uses these Bounty Charies to explode themes. If Nobumoto wants to write about love, he'll put a bounty out on a pair of lovers.
