Also make sure you characters are believable (meaning realistic). The only technology available to them is their Nerve Gear and that's it.

I guess it means that you can use the moves, but without system assist? Its basically the same as swinging a sword without the strength of the system assist isn't it? i.e insanely low damage due to low stats at lower levels rofl
