Settings and stuff, right.
It's set modern-day, post Bloodlines, which means there are murmurs about Gehenna, Thin-bloods, Caitiff, etc, going around, but Gehenna has yet to appear, dispite thin-bloods and Caitiff being around.
You'll start in LA, but be sent to a different city pretty much straight away, as part of the plot. You'll be a new coterie formed in the wake of the events in Bloodlines by the current ruling faction, which will be either Camarilla or Anarchs, depending on the prevalent preference of the group (so tell me which you'd prefer, and I'll run that).
Your coterie will have garnered attention of whoever is currently ruling LA (again, depending on Camarilla or Anarch), who will send you to this other city as a favour for it's ruler, but that's part of the plot, so I can't reveal too much for fear of spoiling things.
1 word of warning: No Malkavians unless I say so. They're a pain in the a** to keep track of, with all their psycoses, and since they're all too easily abused (haveing only just avoided it myself, previously), I'd prefer not to have the hassle of dealing with them, for the most part.

A loner...possible. Might be a Gangrel, but the animalistic features might get in the way. Brujah and loner don't go together well, and Nossie just doesn't work here.
Don't know who Vincent is, and I can tell you from personal experience that creating one character based on another is a bad idea, so I suggest you don't stick too closely to him.
Katar? Hmm...might not be in the book, but I'll check the armoury supplement for you.
For the meantime, you might want to check out Vampire: the Masquerade on wikipedia as it explains a little. Don't go hunting for non-Masquerade stuff, just stick to the basics.
Brujah, Gangrel, Nosferatu, Toreador, Tremere and Ventrue for clans *only*.

your right i do need to know more about the system. I want a copy of the book as i have already stated. Im just brain storming char concepts. Things i would like to try playing. And no i did not get the silver nitrate idea from underworld. that movie sucked balls.
Actually I got the idea a few years ago for a d20 modern game. Long before underworld came out. It was from the blade comics, and the book series "Bolo". And I have no problems running a vampyre. As for garlic that was just an example. Simple things could have worked like rounds filled with butane or Hydrogen (2 tanks), and Oxygen (1 tank) goes bang, and instantly liquidates the glass creating a burst of razor sharp shards of glass after they insta-cool. (I've tested this one and its freaken sick)
The more i think about it, a melee with the dual katars could really be fun.
And I dont have any mis-conceptions about vamps. I know of over 30 different types of vamps and each has its own strengths and weaknesses. Im just trying to be simple here.

Edit: I just use him as an example. Basically I like to run the quiet loner. The one that holds back his feelings, and emotions and is always cold. One who waits for his prey to come to him and strikes like a cobra. Using the dual Katars would work good for this type of character. Basically he leans back against a tree or wall with his hands behind his back hidden by his long black duster. He sits there and waits for his opponent to move into range, at that point he strikes with both hands in a swift decisive strike. He then wipes the blood from his blades, returning them to his belt holster. He looks back at the fallen only once, and quietly speaks the word... "Moron." as he walks away.
Basically its an over exageration, but it gets to the point of the character. He is proud, quiet, and decisive. Wants to get the kill in as few strikes as possible, and chooses to use the least amount of effort. He would walk into a dark alley hunting the human hunters. The thugs, and low lifes that prey on the weak. He would take joy in letting them think they have the better hand, as he dodges and weaves about the fight with his hands on his blades. His strike would be quick and decisive so as to not spill too much blood. Basically a quick jab to the spine to paralyze him when things got boring, and finish the kill. The cops would never find any bite marks for it would be drank dry from a slash on its neck.
