The dumb cat went into one of the smart bird's cages and the bird trapped the cat inside. It is located at the highest point of the aviary which would require some acrobatic skill to reach as well as getting past birds who are already pissed off that a cat is in their domain. It is up to you, Suna's finest, to save the cat from the birds.

What you know is that a man approximately 5'4'' and 140lbs with wild spikey black hair and a very teen-angst facial expression was last seen leaving the Puppet Workshop and heading to the Sunagakure Streets, then the Hourglass Cafe, and finally the Sunagakure Hotspring before disappearing. Go to these locations and ask the locals if they have seen anyone matching this description. Once you have asked the locals, return here to continue this mission (your RPC will know the next part after interrogating the final villager at the Hotspring).

This is a direct insult to Lord Tadayashi-sama and will not be tolerated. Use whatever force is necessary and remove the trash from the location so that construction can continue to go unhindered. If you fail, not only will Suna continue to be dry and thirsty, but you will be thirsty after the Kazekage denies you access to something to drink forever.
