Welcome to Octicity, the biggest and busiest city in the world! Octicity is considered the center of the world being a popular trade spot and home of many successful businesses. There are many tourist attractions throughout the city and plenty of shopping centers. Many people move in every year with hopes of success and a fulfilling life.
Because it happens to be so big and busy, that also means it is riddled with crime. With crime on the rise, a new business erected at its center and so was born the new Hero's Association. Its headquarters are located at a very large and very central building. It is not only a functioning business but a symbol of hope for the city and its people. Every year, people with a strong sense of justice go to the headquarters to try to apply for their very own hero's licence and fight against criminals. With the acquiring of a hero's licence, many doors are opened up allowing them access to restricted areas and files. There also comes the opportunity of sponsorship which is something many new heroes do to get the money they need for proper equipment. Over the years, many of these heroes have become idolized and used to sell and promote merchandise. Because of this, some people don't view heroes the same way anymore seeing them as just public faces instead of true heroes.
Crime, however, would not go without a fight. Not long after the Hero's Association was established, powerful villains banded together and established their very own business in secret. In a flashy display, they made themselves known as the Villain's Syndicate. The Syndicate, as it is simply referred to, quickly became a large and well-established company whose purpose happens to be the complete opposite of the Hero's Association. They seek to use money, power, and fear to control Octicity. Within the Syndicate are a variety of villains ranging from psychopaths, black market businessmen, and guns-for-hire. Basically anything goes so long as the desired result is reached. The Syndicate is scattered throughout the city with many safe-houses located under the city. Its main headquarters, however, is located outside of the city in a large, heavily guarded building as a menacing reminder of chaos. Much like the Hero's Association, they have their own test to gain a Villain's licence. Only those with a licence will be formally recognized by The Syndicate so if you're looking into villainy, getting one would be beneficial.
