I don't think there's much storytelling potential in abstract comics, unless you're talking about using abstract visual elements as part of a non-abstract narrative. Scott McCloud does this in Zot! at one point, I think, but I can't recall which issue. There's always the GIMP, which is free, though not specifically geared towards comic-making. MangaStudio comes in two varieties (Debut, roughly $50 and EX, roughly $300) and is geared towards comics and especially manga-style comics, though it's got a bit of a learning curve and a slightly retarded interface.
