To end this thread. There is no secret. Fight until the Hp is low like under 100. The capture rate is 4% it's not going to change. Whoever told you it can go up to 30 is messing with you. It's all about luck. Each seed you throw has a 96% chance to fail and 4% chance to succeed. Gather around 20 ss then go after a Legendary.
