Well juliaofthenorth... my suggestion would be that if you cannot locate a patter with that type of collar... which I would be surprised if you can't check the costume portion of the catalouges and if not cut a long trapazoid of fabric the suitable width and about three to four inches longer then the distance for the actual of the collar, this will allow you some wiggle room if you will in design. ...

If I were you I would go with a medium width (long length) dowel rod and PVC plastic piping for the end pieces and then spray paint (all of it) and detail paint the ends the darker grey. That will keep it relitively lightweight and you don't have to mess with paper machee or anything like that.
