How about no? After all, incomes fall after financial crises, while our benchmark for poverty doesn't. While the unemployment situation has gotten better, there has been a massive deterioration of job tenure rates, and still falling real incomes. Simultaneously, the US has continued a long run trend of weakening labor market participation rates. Well, the DC metropolitan area is also one of the most segregated, and class unequal cities in the country. "Average" typically denotes mean. The article, and a general Google search didn't find anything specific, Again though, it's total compensation. Average salaries are still >$80,000/yr in D.C. Usually if reporting a median or mode people point it out. Otherwise simple averages (means) are taken.
