I don't know if you're already done this, but can you try:
Test on another computer in the same house/apartment/building. See if it works there on any browser.

Google Chrome
http://www.google.com/chrome
Firefox
http://www.firefox.com
You don't have to keep the browser after you test if you don't want, but it would help me figure out if just IE is your problem.

Sorry, I have no idea how to fix this for IE now. It will work in every other browser though - so if you really want to check, you'll have to use Chrome or Firefox or Safari etc etc

Can you try this:
Open the page
http://www.tektek.org/dream/dream_canvas.php
If you're on windows: Ctrl+Shift+J (or mac, maybe Firefox menu -> web dev -> error console)
Clear any errors that are there, then refresh.
Maybe an error message will pop up when it tries to load.

I tested with FF12, and it's working fine. Maybe you can disable some of your add-ons if you have any and try again. Otherwise, I'm not sure what to suggest.
Clearing browsing cache maybe too.
