Umm, I'm still not sure I'm following. The eye is no big deal - Tobi wore a one-eyed mask anyway - and as for the arm, if Kakuzu could just stich limbs back together, I'm sure Shisui would have managed to work something out. Physical injuries like that mean little in this manga. Maybe he got a replacement from some donor or whatever.

True... then again, I don't have a hard time imagining that the Uchiha would have been secretive even then. They lived almost segregated from the rest of the village. Actually, I'm trying to find out how old Shisui was right now and it doesn't look like Kishimoto has ever mentioned it! Shisui was acclaimed as one of the strongest in his clan. And Tobi wasn't posing as the Mizukage, he was controlling him - which was the special power of Shisui's sharingan! It's very weird, but it seems to fit...
