I think light brown with honey blonde highlights, it'd warm up your face and wouldn't wash it out.

Leggings cut off your leg line, making them look not as long and slender. So black tights would be much better, and black heels will also slender out your legs.

I think strapless dresses would look lovely on you, since you have such a pretty neck and collar bone. And for skirts, perhaps a fuller skirt like this and like zombie porn said, a tulip skirt would look really nice on you as well!

Well, you don't really need makeup. But if you'd like to wear it, go for it! My recommendations to you is that you should go for neutrals, because your quite young and dont want to go over board. Keep the dress simple, try not to go for loud/bold prints, try just going for a solid color, like black or neutrals. But that doesn't mean you have to look boring, add some fun and colorful accessories and flirty shoes. :]
