Actually, Luck does affect the drop rates of orbs, loot, and recipes.

Maybe they should re-release it instead? Fortune's Favor was given for killing a Golden Egg and waiting for it to hatch. This was during Easter. Sweetheart was released for a short time in the Cash Shop. So...no, it has never been a drop.
