If you don't kill enough animated in Shallow Seas Lorelei's CL will be 20.6 instead of 10.6. Rarely SS can be glitchy and if you only kill around the minimum amount of enemies required to lower Lorelei's CL to 10.6 she'll hop between 10.6 and 20.6 CL. Killing more animated in SS will fix this. Do note that it's the amount of animated that you kill and the type shouldn't matter.
