They appear at night, running around zOMG.

You're both right. They appear outside the portals in the zones, with the upper CL limit of the zone. (ie,5.0 in Bass'ken.) They also appear inside the portals, with your CL if you're solo. You don't get many drops (another reason I think the game is tilted towards crews) but they only appear one at a time.
I expect they are the highest CL in your group if you go as a crew. I don't know, because i don't crew. |
