I think the repeatable quests have a max of 2.9. DMP allows up to 3.5.

Repeatable quests allow you to be up to CL 2.9. I'd suggest a minimum of about 1.8 for the southernmost area of the ranch (things get tougher as you go north)

This guide whilst outdated has suggestions on CL for each area which are still useful.
