All rings are soulbound unless you have any unequipped rings before the December 2008 update. (Grand father exception)
All event rings are unsoulbound.

Sugar Rush
As of currently, the only way to get event rings is via the Market Place.

People were just buying the dirt cheap rings to gain an easy edge to getting to CL10.
