IME, it's a circle of growing size. And Debuff Resist wouldn't affect it: it's a CC. O_.
I find that odd. Why should there be a distinction between CC and Debuffs seeing they sort of affect status (fear, stun, lowered stats etc).

rolleyes I know, right? Idk, but it can be useful for sure.
They don't follow the same rules/don't work in the same way.
AFAIK:
-Debuffs affect stats, the delivery is Accuracy based, and you are protected from it by the currently hidden stat "Debuff Resist" that reduces the amount of reduction by some percentage, like a 20% Debuff Resist turning a -100 Speed Debuff into a -80 one. They work on Boss' , with a reduced effect (because of their Debuff Resist.) . A Buff can counter or reduce their effects.
-Crowd Control (CC) rings, I believe, inflict a condition/status that bypasses the stats and/or some other "rules" entirely. Their success rate is believed to be based on a Will VS Will basis, and each type of Status effect seem to have their own sets of rules. Fear breaking if you miss the Feared target or Sleep ending when you hit the target, for example. They generally don't seem to ever work on Boss' : "Resist" appears when you try, I think.

Those differences aren't really known by most, for some reasons >.>
And they are important: they can lead to confusion.
Someone believing Mantis' Debuff helps them use Adrenaline.
Some other guy thinking Iron Will will protect them from Sand Fluff's Speed debuff.
Or people thinking they shouldn't bring Gumshoe to a boss fight 'cause it's a CC.
This last example being the most jarring because Gumshoe is placed in the CC category in the in-game Game Help and when you are offered a ring choice, I think. I once asked and the answer to this oddity was something along the lines of "You use it to control the crowd... So CC" . I can't find that post anymore, sadly.

Simply put, there should be a distinction because they are different. Very different.
I'm planning on making a thread on this. >.>

Unnecessary confusion. So is Gumshoe a CC or a Debuff since it affects the Speed Stat? What is Hunter Bow's effect? CC or Debuff? Overlapping like that instance you mentioned lends to addled minds.

Please make that thread. I think the devs are adding too many variables that we have fingers on each hand.

The Emperor of Rome decrees:

I've recently incorporated SCat into my ring set and I read that it will affect whoel areas at RR3-RR4. However when I use it at those rage levels, I can only affect one monster. Why is that so?

And so it shall be...
