Lvl 10.2 and quests??? Im not sure where to start on those

That could be your problem, then. Did you do the storyline of the game, or level up in PS/Smob? There are certain areas that you can't access unless you have (or had at some point) the quest to enter them. The star portal is one of those places. My advice is to find where you stopped doing quests, and complete them. At least til Old Aquaduct. Otherwise, you have to be in a crew with a leader who can enter. Which is fine if you're not leading, but its still nice to know the storyline of gaia.

i dont remember doing any quests because i thought they were pointless i tried doing gustav quest but i couldnt get it ,

Well it may be that you hadn't progressed far enough on the storyline to get that quest yet. My advice is to look at your active quests in the PDA (click the journal) and figure out where you are there. Then try to complete the quests as best you can.
