If you don't kill enough animated along the way, her CL becomes 20.6
If you did kill a lot, you might've missed some that you didn't notice.

You have to kill the right things, like the anchors under the tail, and the fluffs ( just to be safe). Sometimes it glitches...maybe you were just unlucky.
