depends on which ninja stuff your talking about. There is the ones in Back Alley Bargains, or the ninja set you get from Kin for doing his quests in the Zen Gardens

Exactly 3nodding Well...Katsumi gives you the boots recipe, but basically, do the quests in Zen Garden.

And if you are lucky you won't get glitched and ripped off. I didn't get the pants cuz of a glitch scream and of course it won't let me do it again!

how far into the zen garden? and can you get more than one for each or do you only get one of each?
