If I'm a vampire, does the garlic sprouts' attack hit me extra hard?

No. The game has no way of knowing what race you are, so the monsters won't hit you differently as a vampire than they would if you were any other race.

I do hope they'll give us the ability to check what race we are, though, so that NPCs can react accordingly. It's kind of stuipd to go talk to the guys talking about the evil Zurg aliens when I AM a Zurg alien. They don't recognize that fact and talk to me as if I were human.

No, your avatar has no significance in the game. You can run around in your boxers and it wouldn't matter.
