Question: For some reason I can't even get to the peelungers quest >o< like whenever i talk to elizabeth all she says is keep up the good work basically. how do i get to it? do i need to lower my cl?

If I remember correctly, the Peelunger quest chain was disabled.
What you can try is going into the sewers from Barton Town [its an instanced area, so you'll be supressed manually.

Last time I was down there, which was maybe two years ago] I automatically got a quest line to kill X amount of monsters down there.

Not sure if this is still relevant, but worth a shot, nonetheless

Question: can your level and your rings charge level get any higher than 10? the rings in my tray are all leveled up but they won't go any higher.

you go past 10.0 by getting shadow orbs, shadow orbs can only be found in Dead Man's Shadow, to get into Dead Man's Shadow (also known as DMS) you need a Bloodstone.
