Bill's Ranch Planting Garlic Quest Glitched?

So, I have the 'planting Garlic' quest, where you have to collect 15 Garlic Sprouts and plant them in the middle of the field.
I collected all 15, and the PDA say 'Go plant the garlic in the large field'
I get the the spot, and it keeps telling me 'You do not have enough garlic for planting'.
Is there a way to fix this, or is it perma glitched?

Did you get a notice saying you collected 15 garlic bits? If not then kill some more until you do. Anything you had in your inventory before starting the quest does not count nor does buying off the marketplace.

If you did then it may be a glitch at which point all I can say is move on to another quest.

maybe you killed the 15 garlics but didn't collect 15sprouts

Oh, nvm I figured it out. I checked my invo and only have 12. I must have moved 3 of them to another account (since I only collected the 12 yesterday)
