Im trying to start the quest from Katsumi to put the piece of paper on the Wish Tree. When ever i talk to him it goes through all the text but when i try to accept it the quest isn't showing up in my log and he still has the !!!! above his head. I don't know if this is just me having this problem or if other people are as well.
