Won't let me adjust my level back

I needed to lower my level from an 8.8 to a 2.9 to complete a quest. Afterwards, I went to change my level back to 8.8 and the Null chamber said that I could not put my level higher. I have all of my powerful rings equipped and I don't know what is happening. This has never happened before. Any tips? I have tried leaving and rejoining the server, just waiting for a while, and doing another quest that has a level cap.
