I cannot hit the general mayhem guy on any difficulty level its like hes just frozen there .. can someone please help me so I can finish this quest

Easy should work just fine.
First, defeat the little gnomes he sends after you every one minute or so. Once those are all done, he will try to attack you - this is when you can attack him.
