Can't talk to Bill at all...?

Apparently I wasn't able to talk to Bill at all even if I click on him, and there's even no "..." bubble above his head :/
This happened ever since I brought the cow back from dead man's pass and then I couldn't speak to him anymore afterwards.
And now I'm trying to do Logan's quest "Needle Nose", which again requires me to speak with Bill in order to activate the event, but I'm still unable to talk to him when I click on since there is no bubble above his head :/
P.S. Same goes for Albert in front of dead man's pass, which I can't talk to him after i killed the monsters the quest required me to.
So.... what should I do? :/

It may have to do with your CL being too high? Not sure.

Nah I rried lowering it down to down to 2.5, still won't work

When I first started ZOMG and upgraded my ring the first time, I tried to go tell Elizabeth but it wont let me talk to her. Now I play on my friend's profile but seriously, I was one of the first players of ZOMG and this is ridiculous.

I can't even talk to Leon anymore ever since the first time I got to level 1.7.... sweatdrop
