Hover over someone's "Throw Snowball" button and a pop up will normally show the reason for why you can't hit.

Edit; It could be from not posting recently, old post, out of snowballs, you hit the person recently, etc.

I guess you'll just have to manually check up on how many snowballs you have left, how recent the post you're looking at and trying to hit is, and if you've also posted somewhere in this forum recently too. xD
