It really depends on the type of story you're writing, but in my case, I like to use backstories to flesh out and develop the settings. So, if were writing a story where a particularly nasty bioweapon were to ravage North America sometime in the near future, I would write in a character who had been a victim of that virus or whatever and was being kept alive in a support vat. It can be a useful way of keeping otherwise minor background details in the plot.

When I've got trouble writing a back story, I write the first five lines that come to mind, disjointed or not, and pick my favourite, or go and watch a metric planetload of anime and cartoons and pick bits from different characters.

Personalities begin in childhood so maybe you could think of writing enough about what her childhood was like and what happened to her that made her who she is now.
