Quotation Marks in Thoughts

I also love to use italics for flash backs and a dream sequences. For thoughts I actually like to use this symbol ~ because I just love the way it looks with though.

I usually indicate thoughts through narration and put it in quotations, since it's basically the character silently talking to themselves. I only use italics for something like a flashback or dream sequence that I want to stand out from the rest of the text.

I also used it once when the speaker at the end was a ghost and the reader is supposed to guess who it is.

There really isn't an official rule about this, but I prefer italics to quotes just because they're far more obvious.

I used to use italics, but someone advised against that, and since she was editing my whole story for free, I now use quotes.
