Hello. I know I have quite a bit wrong with this drawing so far, so I'm in need of help. Can anyone please give me any criticism on this? It's not done at all but I've been starting it. Sorry for the big image.

I'm not an expert, but hey, I'll give you feedback anyways. x3
I'd say the head and neck are fine, although the shoulders seem like they should be a bit more broad. Also, the arm should go down, past the waist and extend a little into the thigh area.
I used myself as an example. But.. My arms are freakishly long so it might look a little odd if you used my proportions. xD
Hope I helped, and good luck with your art skills in the future.

Hey Im looking at it too and thought it was a chibi but make the shoulders a bit broader and allow the arms to fall down and flow not like spaghetti but use like ovals and circles to get an idea of it.now if u need a lot of help or Want to learn a lot different stuff look up manga university or a mark crilly video on YouTube it helps trust me and finally are u drawing Rei ?
Guidelines are your friend, before you attempt to clothe your people.

You have a nice head there, but you clearly need to look up proportions about the body, and not just guess at it from the manga you've been reading.

At this point, I think sketching people (life drawing) would do you heaps of good - it'd not only teach you to look at proportions of the body, but to think about how something like the hand (or your jacket sleeve) is a 3D object, and what something like that would look like at different angles.
