The situation is simple; we're all officially criminals. Look at the two AAY and decide which one has the higher bounty. Although it is not necessary, you may provide a reason if you absolutely feel the need to.

I'll start things off. Two invisible people above me; they both have equally high bounties for committing heinous crimes with their elusiveness.
