Small ones can be bought at the Isle de Gambino store. Deluxe Cat Ears, which are the larger ones must be recieved via a rare event or bought from another gaian who got them randomly.

To trade with someone for them you'll need a trading pass. They are 500 gold at the Isle de Gambino store.
