Well, for dress up games. Most people use Flash. o.o

If your looking for RPG's I suggest. RPG Maker 2003 or XP.

If you're thinking of dress up games, there is a language for writing them specifically, known as the Kisekae Set System. There's a lot of information on the wikipedia page, as well as here, with a tool for creating the sets.
