it isn't working. I lift a lot, but for some reason this layer of fat just isn't leaving. I'm strong, no doubt, but I don't look like I am...it is pissing me off. Any routines for toning arms that have worked for you? help!
It depends on which muscle your using when you lift. You can lift all you want but you might be working out your biceps instead of the triceps.
As well as, if you're lifting weights and want to get tone I'd suggest doing cardio before you do the weights (and a bit afterwords for a cooldown).

But the flap will be there always, maybe not as much when you tone up but it'll still be there. It's just natural and of course is a result from genetics.

definitions comes alot from your diet. You most likely have too high of an overall body fat for any definition to show. Lower your carb intake and replace it with higher intake of protein and fat, 1g of protein per lb. Or in short terms, go on a cutting phase.

how much do you weigh, and how much are you lifting, it would be good if we know your numbers, and be honest with it.

This. Find out how many calories you burn each day (there are calculators online) and eat less.

Work off the fat. Weight lifting is for building muscle, but it doesn't matter how much you have if it's all covered by fat, you won't get toned. You can't specify which areas of the body to lose fat from so the answer is not to do a ton of arm exercises. Eat right, do cardio, lose fat.

Toning has nothing to do with strength or muscle, it's about fat loss to make existing muscle more noticeable. You need to do the same thing anyone else would do to lose weight - diet and exercise.
I would suggest increasing your weights.
Personally, I hit 6 workouts on my arm days. (3 bicep, 3 triceps)
And for each workout, I do 5 sets, 10-12 reps each.

Like you should feel like your arms BURN when you are trying to finish your last of your 4th or 5th set. PUSH for it and eventually, you will definately tone up your arms.

BUT remember increase your weights slowly, dont jump from curling 5 to 20s, you do not want to tear a muscle.

Do not worry about "getting bigger" because your arms will build muscles, but not look like fat. For me, I workout heavy weights 6 days a week and I am 5'4" and 113-115lbs. (I dont know if that helps hahas) This is actually the same weight as I was when i was 16, (im 20 now) but the thing was that
I was chubbier because i was 2 inches shorter and never worked out i had HUGE love handles hahahahs but yah muscles WILL weigh more than fat. biggrin yay (:

Yes, a healthy diet is important too. but not like a starvation diet, more like eating more lean proteins and veggies and getting in your calcium. and drinking water. (:

you cant tone your arms. you cant spot reduce bodyfat. omg nobody does research!!!! and go do cardio

You might need to up the weight of the dunbells a few lbs. No this isn't going to make you bulk up and if you think you are you can simply stop before this happens. Doing a lot of small weight & high reps can eventually get you there but a higher weight can do it faster / better a lot of times.

I think that losing overall body-fat percentage would probably help to get rid of some fat on your arms. Most likely what remains will be around the belly, and it will leave your arms. Try doing some pullups maybe?
